Wallonia finance is managed by the Minister in charge of budget & finance matters.
Under the provisions contained in the regional revenue budget system, the Minister is entitled to subscribe any loan and to conclude any financial transaction dictated by the general interest of the Treasury. This enabling is renewed each year through the vote of the decree containing the general Revenue & Spending Budget by the Parliament of Wallonia.
The strategic guidelines for debt management are debated in the Treasury Regional Council, which gives advice to the Minister of Budget & Finance.
Decisions on Regional Debt and Treasury Management are carried out by the Debt Cell within the Wallonia Public Service (SPW Finance).
By delegation of the Minister of Budget, the Debt Cell is carrying day-to-day management of the regional direct debt and of the regional treasury, including the execution of external financing operations.
